Intermittent timeouts in AWS Spain and GCP Frankfurt nodes

The situation has stabilized, and the intermittent timeouts are no longer occurring. All affected nodes in AWS Spain (eu-south-2) and GCP Frankfurt (europe-west3) are currently operating normally.
